JOB FUNCTIONS:
The ADMINISTRATOR is totally responsible for the organization and administration of the facility. This responsibility includes ensuring all facility services, professional and business, operate within the policy and under the direction of the Board of Directors. The Administrator is responsible to the board of Directors and assumes such responsibilities as are delegated by the Board.

QUALIFICATIONS:

  • Current unencumbered licensure as a Nursing Home Administrator issued by the State Board of Nursing Home Administrators.
  • Must maintain licensure as an active Nursing Home Administrator in good standing while employed.
  • Must have advanced training in hospital or nursing home administration.
  • Must be able to meet all local health regulations, and pass pre/post-employment physical exams if required. This requirement also includes drug screening, criminal background investigation, and reference inquiry.
  • Demonstrates executive and leadership ability.
  • Possesses an understanding and appreciation of business management and the ability to apply that knowledge.
  • Possesses an ability to organize, direct and control.
  • Shows evidence of preparation in supervision and/or management.
  • Must possess the ability to plan, organize, develop, implement, and interpret the programs, goals, objectives, policies, procedures, etc. necessary for providing quality care and maintain sound operation.
  • Must have knowledge of computer systems, systems applications, and other office equipment.
  • Has educational qualifications needed.
  • Demonstrates loyalty to the facility.
  • Must live within a reasonable distance of the facility.
  • Assume responsibility for professional growth and development.
  • Must have a genuine appreciation for and understanding of the elderly.
  • Must have the ability to promote positive interpersonal relationships through the use of tactful, direct and sensitive interaction. Must be able to communicate verbally in a positive and professional manner.
  • Must be able to relate positively and favorably to residents and families and to work cooperatively with others.
  • Must attend in-service/educational programs as required to learn new procedures, regulation changes, and develop skills to meet applicable regulatory compliance.

ADMINISTRATIVE RESPONSIBILITIES:
The Administrator shall assume those administrative responsibilities delegated by the Board of Directors and may delegate responsibilities to an appropriate staff member of the facility as necessary to provide a well-defined and operating organization. The Administrator is responsible for the oversight of health, care, and treatment of residents in the nursing home. This responsibility also includes the maintenance and operation of the facility that will ensure safe, adequate and appropriate care, treatment, and health of the residents.

The Administrator is specifically responsible for the following functions:

Residents:
Ensure all activities and interactions with residents by any staff, temporary agency staff or volunteers focus on assisting the resident in maintaining and enhancing their self-esteem and self-worth and incorporating the resident’s goals, preferences, and choices. Respect each resident’s individuality, as well as honor and value their input. Treat each resident with respect and dignity and care for each resident in a manner and in an environment that promotes maintenance or enhancement of his or her quality of life, recognizing each resident’s individuality. Promote and protect the rights of the resident and ensure the resident can exercise their rights without interference, coercion, discrimination, or reprisal from the facility. Provide equal access to quality care regardless of diagnosis, severity of condition, or payment source. Accept residents for admission and assign residents to rooms according to availability of beds, unit specialty, individual health condition, and compatibility. Make financial arrangements with residents or the designated responsible representative. Inform residents and implement programs to provide education and rehabilitation for the promotion of mental attitude and physical health. Recognize and understand the need and utilize available resources to provide spiritual and emotional support to the residents. Ensure all residents admitted are under the care of an attending physician. Maintain active therapy programs for the residents.

Medical Staff:
Work with medical staff, local health services and all those concerned with or responsible for rendering professional and medical service to provide the best possible care to all patients. Ensure medical staff adhere to facility policy and applicable laws and regulations.

Personnel:
Hiring, terminating, selecting, controlling and appointing personnel for positions, comparable to their ability and preparation. Interpret, execute, and maintain personnel policies and practices of the facility. Maintain a plan of organization with position descriptions. Define responsibilities and delegate authority. Plan and direct orientation programs for new employees. Maintain an ongoing in-service education program for all employees. Conduct group conferences with staff. Coordinate activities of all departments. Create and implement employee retention activities, incentives, and programs. Monitor employee turnover and implement system changes as needed to address percentage fluctuations. Conduct competitive wage analysis as needed. Review employee satisfaction surveys and implement necessary changes to meet the identified concerns. Monitor and review workers compensation cases and claims. Ensure a system is in place for completion of routine employee performance evaluations.

Supplies and Equipment:
Maintain an adequate quantity and quality of supplies and equipment for resident service and all other operations at the facility such as:  medical, maintenance, office, laundry, nursing, and dietary. Use proper procedures, cost conscious methods, and consultations for securing supplies and approval for equipment. Frequently monitor equipment need and usage.

Physical Facilities:
Participate in planning for changes and improvements in the physical plant. Secure competitive quotes/estimates for changes and improvements. Report the need for major repairs and improvements to the Board of Directors. Maintain building, equipment, and grounds in good repair and operating condition. Ensure proper and thorough cleanliness throughout the facility.

Public Relations/Customer Satisfaction:
Interpret the facility services to residents, relatives, visitors, attending physicians and the community. Participate in professional and civic organizations. Encourage community and religious groups to develop and maintain an interest in the facility and its services. Maintain a positive professional approach developing a good rapport with other medical institutions such as hospitals, nursing homes, clinics, physician practices, DME companies, and diagnostic centers. Meet with residents and families to ensure satisfaction with facilities and services provided. Make every effort to ensure resident and family expectations are met. Review resident and family grievances to ensure resolutions are attained and communicated to the respective parties. Review resident and family satisfaction surveys and implement necessary measures to address concerns.

Administrative Decisions:
Assume the responsibility of making decisions as delegated by the Board of Directors. Use counsel of the Board of Directors when necessary.

Safety Program:
Assist in the maintenance of a safe working environment using good loss control (safety) practices.   Maintain a plan of action in case of an emergency and review annually. Instruct personnel so that they know what to do in case of an emergency. Provide a disaster plan and review annually. Conduct routine safety inspections of equipment, buildings, and grounds. Conduct safety meetings, surveys and programs.

Health Department Standards:
Maintain standards and requirements of State and Local Health Departments for the operation of the facility.

Nursing Service:
Appoint a qualified Director of Nursing Service. Maintain a qualified and adequate nursing staff for 24 hours a day, 7 days a week. Define the responsibilities of the Director of Nursing Service and delegate proper authority. Assist the Director of Nursing Service to organize, evaluate and maintain the respective nursing services to ensure quality of care, resident rights, and regulatory compliance are adhered to. Keep informed regarding residents’ condition, care rendered, and outcomes. Keep informed regarding unusual events pertaining to residents.

Dietary Service:
Maintain staff, supplies, and equipment for efficient operation. Ensure qualified and adequate staff are hired and provided the appropriate authority to ensure proper kitchen function, kitchen sanitation, menu selection, resident preferences are followed, physician ordered diets and supplements are followed, and clinical documentation is completed per policy.

Business Operation:
Maintain staff, supplies and equipment for the effective business operation of the facility. Designate a qualified Business Office Manager to perform all required billing, bookkeeping, collections, and other duties as assigned. Supervise business affairs and ensure strict monetary affairs handling. Be prepared to discuss current financial status at all times. Submit periodic and specific reports as required in a timely manner. Directly supervise all business and administrative office personnel. Designate a qualified employee for accounts receivable duties and implement systems to monitor and control outstanding accounts.

Laboratory, X-Ray, & Therapy:
Make necessary arrangements for these services so they are available to the immediate needs of the resident.

Housekeeping and Laundry:
Maintain staff, supplies and equipment. Ensure proper, efficient and effective methods are used to provide and maintain a clean home-like environment for the residents. Direct proper use of chemicals and equipment in an approved manner. Promote daily facility cleanliness.

Budget:
Work within a reasonable cost for the operation of the entire facility. Prepare annual budgets for the facility showing expected receipts and expenses and insure budget compliance by all departments.

Risk Management and Quality Assurance:
Maintain a risk management and quality assurance committee. Designate a qualified person to serve as risk manager, who is responsible for the implementation and oversight of the facility’s risk management and quality assurance program. Establish an internal risk management and quality assurance program, the purpose of which is to assess resident care practices; review facility quality indicators, facility incident reports, deficiencies cited by the agency, and resident grievances; and develop plans of action to correct and respond quickly to identified quality deficiencies. Develop appropriate measures to minimize the risk of adverse incidents to residents, including, but not limited to, education and training in risk management and risk prevention for all non physician personnel. Encourage innovative approaches intended to reduce the frequency and severity of adverse incidents to residents and violations of resident’s rights.

Regulatory Compliance:
Ensure the facility is operating within regulatory guidelines and industry standards. Participate in all survey activity and implement necessary measures to ensure coordination of each department in preparation for, during, and after survey activity. Be prepared to report survey outcomes, deficiencies received and plans of correction to the Board of Directors.

Work Hours and Call Status:
Must be a full-time administrator and not engage in any other part-time or moonlighting endeavors, except by special and specific permission. Under normal conditions, will be on duty approximately 40+ hours per week and his/her time on duty will include weekends (Saturday and Sunday) on a staggered basis. The administrator will make periodic visits to the facility during evening and night shifts. Either the administrator or the responsible designee will be available for emergency night calls. It is understood that during the times when the administrator is not at the facility, he/she will arrange that some responsible person be designated to act on his/her behalf.

Other:
Be prepared to accept and perform any other duty that may be necessary for the best interests of the residents and the facility.
